Joseph Delligatti – Vice President of Business Development and Growth

Joe came to Tower Surgical Partners with many years of successful ASC Development and Management experience. Most recently, Joe was the Senior Vice President of Business Development for ValueHealth, a joint venture partner of Surgery Partners. Joe led a team that specialized in the development of hyper-specialty ASC’s for total joint replacement, Cardiovascular and Bariatric Surgery. The main thrust of this development was centered on the concept of value-based care. Previously, Joe was the President of MSA Management Companies, a Surgery Center Development and Management company based in New Jersey. Joe ran all aspects of development and management for MSA’s six ASC’s in New Jersey and two in Nevada. Prior to that, Joe had a distinguished career at Stryker Corporation as the Director of Business Development and led the company’s efforts in the Outpatient Surgery market segment.

Shawn LaCasse

Shawn LaCasse – ASC Management

Shawn is an accomplished Nurse Administrator with demonstrated expertise in leading Ambulatory Surgery Centers and Operating Rooms. Shawn has 16 years of experience in the surgical setting and nearly four years of that experience comes from working with surgery center management companies like USPI and SurgCenter Development. Shaw has extensive knowledge of CMS, AAAHC, and The Joint Commission’s regulations and their process for inspections. He has successfully navigated several CMS, AAAHC, Joint Commission, and CLIA audits with success. His extensive background includes clinical and business administration, physician recruitment, contracts, regulatory compliance, risk management, quality improvement, and practice expansion.

Mimi Zaw-Pham

Mimi Zaw-Pham – Business Administrative Management

Mimi Zaw-Pham is a seasoned profession with a passion for healthcare and customer-centric services. Mimi joined TSP in 2016 as the leader of a patient relations and administrative team, where she has been instrumental in creating a seamless process for all stakeholders. With her close collaboration with physicians, office staff, and the marketing department, Mimi has developed direct-to-patient programs that are both scalable and impactful, including a highly successful travel initiative.

Before joining TSP, Mimi honed her leadership skills at luxury retailers, Barneys New York and Intermix in NYC. During her 8 year there, she was responsible for driving multimillion sales and profitability goals while providing excellent customer service. Mimi holds a Bachelor’s in Business Administration from the University of Maryland, College Park. When she’s not at work, Mimi loves to spend quality time with her family and hit the pavement for long runs.

Paul MacKoul – Business Development

Paul MacKoul MD is a Gynecologic Oncologist by training who is passionate about the development of the GYN service line movement from the hospital to the free-standing ASC. Dr. MacKoul has published on various techniques and procedures that facilitate major GYN case performance in the ASC, and has taught these techniques to GYN surgeons as Director, GYN Oncology at George Washington University Hospital Medical Center, as well as at Medstar Washington Hospital Center in the past. As a cofounder for the Center for Innovative GYN Care, Dr. MacKoul has performed advanced and highly complex procedures in the ASC setting for more than 10 years.

Currently Dr. MacKoul is an Associate, Business Development at Tower Surgical Partners. His role is to work directly with clinicians on the education and training of these techniques, and how GYN surgery and Value Based Care are the future for the performance of major and minor cases in the free-standing ASC setting.

Evan Hammerman – In House Counsel

Evan joined Tower Surgical Partners in 2019 as in-house counsel. He is responsible for contract review, drafting proposed employment contracts, re-negotiations of contracts with vendors, facility-patient document review, patient collections, and litigation. Evan collaborates with all departments for the most effective proliferation of implementing new processes, procedures, and forms. He also coordinates efforts with outside counsel to resolve issues for TSP and its entities. Evan has quickly applied his nearly twenty years of legal experience in a variety of fields, and greatly improved TSP’s overall operations.

Emily Scott

Emily Scott – Clinical Administrative Management

Emily joined Tower Surgical Partners in 2015. She leads a dynamic team of single-specialty surgical schedulers, highly skilled in providing excellent patient care. Emily develops highly refined protocols to ensure her team is able to navigate complex surgical schedules for multiple providers and locations, while working closely with the marketing and administrative teams to ensure quality of service throughout each patient’s entire experience.

Emily earned her Bachelors in Psychology from the University of North Carolina. She offers years of experience in administrative support, particularly in a healthcare setting. Outside of work Emily enjoys spending time with her family and exploring new places to hike in the neighboring states.

Anna Grigoryan-Santos

Anna Grigoryan-Santos – Finance

Anna joined Tower Surgical Partners in 2019. She brings more than 6 years of experience in the private, public, and government accounting sectors. She combines excellent analytical skills with a thorough knowledge of accounting principles to analyze financial reports and create forecasts.  Upon graduating from the University of Maryland, she worked at a local CPA firm for 4 years where she focused on preparing individual, corporate, and fiduciary returns. She also worked for a private construction company and government contractor as an accountant. Outside of work Anna loves to travel and enjoys spending time with friends and family.

Janet Trello

Janet Tello – Revenue Cycle Management

Janet Tello is a highly skilled and dedicated professional who brings a wealth of experience to the Tower Surgical Partners team. She joined the team in 2020, bringing her expertise to both the administrative and billing departments. As the Revenue Cycle Director, Janet oversees the billing and insurance verification areas with a focus on professional and facility billing. Her commitment to exceptional patient service is unmatched, as she goes the extra mile to assist with medical billing concerns and resolve any issues that may arise.

A proud Peruvian who now calls Maryland home, Janet has lived in the state for 20 years and holds a Bachelor of Science in Health Management from the University of Baltimore. Excited to continue her education, she has been admitted to the University of Maryland to complete her Master of Business Administration in the fall of 2023. When she’s not at work, Janet resides in Germantown, MD and cherishes spending quality time with her beloved son.

Caety Tolerico

Caety Tolerico – VP of Marketing & Strategic Planning

Caety joins the team with 10+ years of experience in healthcare marketing. Her career began in event management and public relations, and she eventually transitioned into a more traditional marketing role. With experience working in both large healthcare systems, as well as private medical practices, Caety brings a unique perspective and non-traditional approach to advertising. Her strengths lie in her ability to craft messages that speak to an organization’s patient audience, and as well as identifying creative approaches and channels through which to get that message across. She is passionate about reaching patient populations that can benefit from procedures or treatments that they were previously unaware of, and ultimately wants to help patients get the advanced healthcare they deserve.

In her most recent role, she was the marketing director for a private practice in Hudson County, New Jersey, where she helped grow the organization from one to three unique medical brands. At Tower Surgical Partners, she is responsible for managing all brands, distribution channels, and deployment of solutions and marketing strategies for all TSP entities.
